The third is people who want to get into the publishing game and start seeing a profit, but they aren't actually able to write themselves.
A ghostwriter can look at a story and figure out a way to write a person out of a corner or come up with a plot twist that you might not have thought about. When you're really close to your story it can be hard to see a way out and a fresh pair of eyes could be all you need.
